Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are fought: optimistic declarations are delivered from different nations. Immense energy is expended on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capability afforded by timely intelligence. From witness perspectives, defense planes that had been dispatched to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Shortly after, Kyiv's missile defense engaged: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, probably provided by allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.
Persistent Threats
Soon after, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and utility failures in many homes as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a need that regional partners are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This trend will, no doubt, persist.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a assumption understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unrealistic to force Russia to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but preventing a entire defensive failure until situations evolve in its benefit.
Present Conditions
Objectively, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their objective will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.
While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
